The Next Parish Council Meeting will be on Monday 13th February 2012 at   7.30pm in the Community Centre.

MINUTES OF THE MEETING OF STOKE HAMMOND PARISH COUNCIL held on Monday 14th November 2011 at 7.30pm at the Community Centre, Bragenham Side, Stoke Hammond. 

PRESENT:- Cllrs Mrs K Brown (Chairman); Mrs H Turner; Mrs M Berrow; Mr P Mullins; Mrs E  Curry; Mr J Pearce; Mr K Chambers and 10 members of the public.

1. APOLOGIES:-

 Apologies for absence were received from District Councillor Mr N Blake and County Councillor Mrs B Jennings.

2. MINUTES:-

 The minutes of the meeting of the Parish Council held on Monday 10th October 2011 were approved by the Council and signed as a true record.

3. MATTERS ARISING:- 

 3.1 The trees overgrowing the entrance to Bragenham Side had not yet been dealt with  but the matter was being pressed through Paul Foot at Bucks County Council  Highways.

 3.2 Water leak at the top of Church Road had now been repaired.

 3.3 Trees to the rear of the bungalows in Bragenham Side had been inspected all except  one in a field adjacent to the Community Centre land and were therefore not the  responsibility of the Parish Council. One tree was just in the corner of the  Community Centre land and the Clerk said he would arrange for Jed Fabor to do  whatever was necessary to cut this tree back.

4. PLANNING:-

 4.1 APPLICATIONS:

 There were no new applications. There had been a reaction to the Parish Council’s  opposition to the application or works to Stoke Lodge Bungalow, Lodge Lane, Stoke  Hammond. The Parish Council had made strong representations about the fact that  the application was retrospective and that considerable work had been done to a listed  building without planning permission or listed building consent.

 The applicant’s agents had written to the Parish Council acknowledging their client’s  breach of regulations. The Clerk read the letter in full and it was agreed that there  was nothing further the Parish Council could do except await the outcome of the  consideration of the application by the Development Control Committee. The  District Councillor Neil Blake had indicated that he would be speaking strongly at the  meeting against the application and particularly about the retrospective element.

5. FINANCE:-

 5.1 Payment of the following accounts was unanimously approved:-

 AVDC  Dog bin emptying  £496.70

 G Berrow Litter Picking 14.8.11 - 18.10.11  £80.00

 J R Keel & Son Grass Cutting (Village Green)  £80.00

 Mazars  Audit Fees  £390.00

 One & One Internet Ltd Subscription    £46.76

 EON  Street lighting (by direct debit) £160.92

6. ENVIRONMENT AND MAINTENANCE:-

 6.1 Following a short discussion it was agreed that the salt bin recently placed at the  Newton Road Bridge should be moved to a more conspicuous place. Cllr Jim Pearce  said he would deal with this.

 6.2 The hedge along the path from Manor Close to Bragenham Side was overgrown.  AVDC to be asked to have it cut back.

 6.3 The street lamp outside 3 Manor Close was again overgrown. The owner would be  asked to have the offending tree cut back. 

 6.4 The gate to the gas tank at the entrance to Manor Close estate had been fitted with  new padlocks as a result of representations made by Mr and Mrs Goddard of 14  Manor Close. Padlocks had been supplied by the gas company and the keys to the  new padlocks had been distributed to the relevant placed.

 6.5 A quotation for a replacement column to be stored in Bragenham Side for the sum of  £472.54 including connection was approved by the Council and the Clerk was asked  to arrange for the work to be done as soon as possible.

7. WIND FARM:-

 The application for the Metmast had been approved by the District Council’s Planning Development Committee. The next step would probably be the application for the wind turbines and the Committee would be preparing for this event. The application was expected in early December.

8. PLAYGROUND AND COMMUNITY CENTRE LAND:-

 Nothing to report.

9. VILLAGE STORE:-

 It was reported that the Post Office had now reopened and was proving very popular. 

10. CORRESPONDENCE:-

 10.1 Letter from Transport for Buckinghamshire regarding consultation on the proposal to  switch off street lights to save energy. The area affected within the parish is the  A4146 Fenny Stratford Bypass (excluding Galley Lane roundabout).  The Parish  Council were strongly against this proposal as the road concerned was a fast 3 lane  highway.

 10.2 Letter from Aylesbury Vale District Council inviting participation in Music in Quiet  Places 2012. The details were passed to the Parochial Church Council.

11. PUBLIC PARTICIPATION:-

 The Chairman of the Sports Club commented on the continuing problem of dog fouling. It was often necessary for him to clean up the pitch before the referee would allow a football team to play on it. Drastic action was needed and more stronger publicity would be given that there would be immediate prosecution if culprits are caught. 

12. ANY OTHER BUSINESS:-

 12.1 The Council agreed a budget of up to £25 for the purchase of Christmas lights. 

 12.2 The proposal for a sub-committee to discuss traffic calming measures would be  placed on the agenda for the next meeting.
